Two helicopters with at total of five passengers on board flew together from Melsomvik in Vestfold towards Oslo. They entered hover when they encountered fog at Horten. In this phase one helicopter came out of control and crashed into the sea. All four on board were killed. The investigation has revealed that a number of minimum solutions with regard to risk management, at several levels, had significantly weakened operational safety margins. AIBN considers that the underlying factors of this accident are representative of the safety issues that exist in large parts of the Norwegian inland helicopter operations.
