Report on a rollover accident involving a light all-terrain vehicle (ATV) in Hengsvann shooting and training area in Notodden on 20 May 2025

The accident occurred during work clearing unexploded ordnance in the terrain at the Hengsvann shooting and training area on 20 May 2025. In connection with this work, an ATV rolled over leaving the driver beneath the vehicle, resulting in a fatality.
The investigation found that the rollover was likely caused by driving in steep and sloping terrain, while a branch became lodged in the front suspension and affected steering during driving. This likely came as a surprise to the driver.
The accident highlights the risks associated with working alone in remote and challenging terrain.
As a result of the accident, the Norwegian Defence Estates Agency (Forsvarsbygg) has implemented several measures, including stricter training requirements, increased focus on the risks of lone working, and improved emergency preparedness. On this basis, the Norwegian Safety Investigation Authority has issued no safety recommendations.
