Railway report 2015/02

On Sunday 9 February 2014, an 87-year-old pedestrian was hit by the eastbound metro train at Steinerud level crossing on line 1, the Holmenkollen line. The pedestrian passed the flexible end of the boom after it had been fully lowered. The investigation found that there have been a series of illegal crossings at full-barrier level crossings on the Holmenkollen line. Several of these illegal crossings have been made through the flexible end of the boom. The investigation also showed that full barriers with flexible ends are not described in any analyses or technical regulations.

Safety recommendation JB no 2015/02T

On Sunday 9 February 2014, a pedestrian was hit by the eastbound metro train at Steinerud level crossing on the Holmenkollen line. The pedestrian died in the accident. The pedestrian passed the flexible end of the boom, which is an emergency exit, after it had been fully lowered. The investigation found that there have been many illegal crossings of level crossings along the metro
network in Oslo.

The Accident Investigation Board Norway recommends that the Norwegian Railway Authority request Sporveien T-banen AS to document that a risk assessment has been carried out of level crossing protection systems with emergency exits and that, as far as possible, they have been adapted to local conditions to prevent illegal crossing.
