Report on avation incident at Flittig motorsport centre in Skien, Norway, on 28 August 2025 with Reims F172N (Cessna 172), LN-ASY

On 28 August 2025, during "Jet World Masters 2025", a Cessna 172 (LN-ASY) conducted an unannounced overflight of the runway in low-altitude. There was an active NOTAM for the large scale model aircraft activity.

When the overflight occurred, there was free flight of the participants in the Jet World Masters 2025, and a jet modell pilot was standing on the taxiway. On the ground was his turbine-powered jet model aircraft, a Tomahawk Futura "sport-jet". The Norwegian Safety Investigation Autority (NSIA) has obtained access to the pilot's video from the incident, which showed that the jet model aircraft did not move, and that he visually followed LN-ASY. 

The NSIA believes that adherence to the information provided in published NOTAM would have prevented this incident.

The investigation shows that the possibilities for evasion in a conflict situation at low altitude were limited, for both the Cessna and for turbine jet models. 

The NSIA has chosen to describe what characterizes turbine jet models, and how they differ from simpler model aircraft. Considerations have also been included as to why "seeing and being seen" in airspace class G behaves differently for RC (Radio Control) pilots than for pilots in manned aircraft. This difference is not necessarily known in sport and motor aviation environments, and consequently not always taken into sufficient account.
