Report on the foundering of fishingboat Andreas, east of Nord-Fugløy 18 February 2018

On 18 February 2018, the fishingboat Andreas capsized and founderd east of Fugløya. The lone fisherman was found in a critical condition and was decleared dead three days later. The Norwegian Safety Investigation Authority's (NSIA) investigation has found that the vessel's remaining stability was not sufficient to prevent Andreas from capsizing and founder when braking sea hit the vessel. The total amount of cargo on board probably meant that the vessel's stability became marginal.
A fellow fisherman from another fishing boat sent a message of concern to the Joint Rescue Coordination Center when he did not get in touch with the fisherman after several attempts and could no longer see the AIS signals from the fishing boat Andreas.
The NSIA assumes that there may be several vessels in the group of 6-8 meters, corresponding to Andreas, which do not meet the building requirements that were in force when they were built or entered in the register of registration in the period 1992-2014. The NSIA has not mapped the exact number of vessels this will apply for and recommends the Norwegian Maritime Authority to map the extent and implement measures that can help prevent similar accidents from happening again.

The Norwegian Safety Investigation Authority recommends that the Norwegian Maritime Authority map vessels in the group of 6–8 meters with focus on requirements for stability calculations and freeboard, and implement measures that can help prevent similar accidents from happening again.
