Report on collision between a passenger train and a truck at Loenga on 3 March 2021

At 13:25 on Wednesday 3 March 2021, Vygruppen AS’s passenger train 1119 collided with a truck on Bane NOR SF’s construction site at Loenga on the Østfoldbanen Line. The collision only caused minor material damage, but under slightly different circumstances, the consequences could have been serious.
In this investigation, the Norwegian Safety Investigation Authority (NSIA) has focused on access control, physical barriers between the construction site and the train tracks, and risk assessments relating to the layout and use of construction sites near the railway.
The NSIA’s investigation shows that the collision occurred because:
- During manoeuvring, the truck got stuck in some loose gravel along the track, and in an attempt to get it unstuck, it moved even closer to the track.
- Deficiencies in the access control system on the construction site at Loenga meant that the driver of the truck was able to enter the area unescorted.
- The order from Infranord AS contained no requirements of valid safety courses or construction site escorts. The driver of the truck from Norva24 Øst AS was consequently not informed of this.
- No risk assessments were carried out when the portacabins, which regularly need to be emptied of sludge, were moved to an area that was more difficult to enter for large vehicles. The issue was also not identified in safety rounds.
Several measures have been implemented after the accident. Therefore the NSIA does not propose any safety recommendations.
