An Able Seaman was subjected to a fatal occupational accident on board the vessel Mercator. The AB repaired a compact loader when he most likely got crushed between the shovel and the wheelhouse when he operated the lifting arms outside the wheelhouse. The investigation has shown that the risk the machine posed was high and that regulations was inadequate for mobile work equipment in use on board vessels.
All the safety features of the compact loader were disconnected. The company had not assessed the risk and did not have any procedures for safe operations, history or maintenance of the machine.
The Accident Investigation Board Norway issues one safety recommendation to the Norwegian Maritime Authority as a result of this investigation.

On Monday, 12 November 2018, an Able Seaman (AB) was subjected to a serious occupational accident on board the vessel Mercator. The accident occurred while repairing a compact loader. All safety features of the compact loader were disconnected. The company had not assessed the risk and did not have any procedures for safe operations, history or maintenance of the machine. The investigation has shown that the risk the machine posed was high and that regulations was inadequate for mobile work equipment in use on board vessels.
The Norwegian Accident Investigation Board recommends that the Norwegian Maritime Authority draw up regulations on requirements for the use, maintenance and control of mobile work equipment on board vessels in order to ensure the safety of workers.
