Report on occupational accident on board the fishing vessel Elise LH4294 in Breisundet west of Ålesund

NSIA was notified about a fisherman that was missing and later found floating in the sea west of Ålesund. The fisherman probably ended up in the water when he was about to start hauling pots. He would have had little to no chance of getting back on board the vessel, as there was no overboard ladder that he could have used to climb out of the water. In the NSIA’s opinion, neither the Norwegian Maritime Authority nor the Directorate of Fisheries exercises any effective control to prevent vessels that do not meet the design requirements for fishing vessels with a length between 6 and 8 metres from being registered in the Register of Norwegian Fishing Vessels.
No formal requirements apply to issuers of confirmations of construction. The confirmation of construction should be considered by a competent authority before a commercial permit is issued.
The investigation of this marine accident has not identified new areas in which the NSIA deems it necessary to propose safety recommendations for the purpose of improving safety at sea.
The NSIA refers to safety recommendations nos. 2021/43T and 2021/44T to the Norwegian Maritime Authority following the investigation into the accident involving the fishing vessel Arv 2, Marine report 2021/07.
