Report on occupational accident on board the fishing vessel Hovden Viking LEYN/9827592 on Grimsbakken west of Tromsø March 2, 2021.

Hovden Viking fished outside Senja on March 2, 2021 when a fisherman fell overboard. During the setting of a Danish seine, a buoy had twisted around the seine rope, hence it took longer than usual to unshackle. The vessel's forward thrust and change of course caused tension in a thinner guide rope belonging to the seine rope, thus the unshackling became more difficult. The fisherman climbed up on the lower horizontal truss of the railing and leaned on the rope in an attempt to release the last buoy. While the fisherman was standing on the railing, the rope snapped, and the fisherman fell overboard. The fisherman was picked up by the crew and tried revived but was later pronounced dead. In this incident, the railing, which is a physical safety barrier, was used as a work tool. Furthermore, the rope, which is a work tool, was used as a physical safety barrier. For the work to be carried out in the safest possible way, it is important that the shipping company focuses on the crew's understanding of risk in their work routines. They should also take into account unexpected events.

The investigation of this marine accident has not identified new areas in which the NSIA deems it necessary to propose safety recommendations for the purpose of improving safety at sea.
