Report on an accident involving a pedestrian and a tipper truck in Nesbyen 19 November 2018

On 19 November 2018 a 10 year old child on her way to school was hit by a tipper truck on the "Esso-square" in Nesbyen. The AIBN believe that a roadwork safety plan with associated risk assessment could have revealed the possibility for conflict between vehicles and cyclists and pedestrians on the "Esso-square". The Accident Investigation Board Norway recommends that the Municipality of Nes reviews and improves internal routines so that traffic safety challenges are identified and taken care of when planning and executing municipal building and construction projects.

The accident happened when the tipper truck was to turn of from Rukkedal road and into the "Esso-square" to get to a rig area, which belonged to a municipal rehabilitation project. The child was very severely injured.

The driver of the tipper truck had his attention directed at the activity in front of the rig area when he was about to turn into the “Esso-square”. The driver did not see the child who was walking in the same direction as the truck.

As construction client for the rehabilitation project the Municipality of Nes had not identified the need to work out a roadwork safety plan for the rig area at the “Esso-square”.

The AIBN submits one safety recommendation in this investigation.

In the traffic accident in the center of Nesbyen 19 November 2018 a child was hit by a tipper truck on the municipal property “Esso-square”. The truck was on its way to a rig area inside the square to pick up equipment in conjunction with a rehabilitation project related to the municipality's water and sewerage network when the accident happened. The investigation has shown that neither the Municipality of Nes nor the contractor identified the need to work out a roadwork safety plan for the rig area at the “Esso-square”. The AIBN believe that a roadwork safety plan with associated risk assessment could have revealed the possibility for conflict between vehicles and cyclists and pedestrians.
