Report on road traffic accident on the E6 road near Bugøyfjord in Finnmark county 23 March 2015

A modular vehicle combination consisting of a lorry with a drawbar trailer ran into the side of a passenger car that turned into the road from a bus lay-by on the right-hand side of the road. The driver of the passenger car died.

The investigation has clarified the sequence of events as far as this has been possible, but it is not concluded with any clear cause of the accident.

It is however revealed challenges with roads and traffic environment to operate large and heavy transports, while the safety of local traffic and smaller traffic units shall be protected. In this regard, it is issued one Safety Recommendation to the Norwegian Public Roads Administration.

The investigation of the accident on E6 in Bugøyfjord in Finnmark on 23 March 2015 has shown that a risk analysis of this section was not conducted in connection with the decision to introduce modular vehicles. In the light of the accident, the function of the road as both a local and a main road, with mixed traffic with private exits and bus lay-bays, AIBN points out that driving with modular vehicleswith increased weights and dimensions may affect the safety margins negatively.

The Accident Investigation Board Norway recommends NPRA to conduct risk analysis of E6 between Kirkenes and Tana to identify safety-critical issues associated with the use of modular vehicles.
