Report on road traffic accident involving a vehicle with dangerous goods near Fiskevollbukta on the E18 road in Oslo, 12 June 2016

On Friday 12 June 2015, a truck hit the median barrier on the E18 road approaching Oslo. It continued for approximately 800 metres before it ran off the road, hit a rock cutting and overturned. The vehicle ended up on its side on the right-hand side of the roadway. The driver was alone in the vehicle at the time of the accident and was seriously injured.
The driver had the requisite driving qualifications and had been granted dispensation to drive a heavy goods vehicle because he suffered from diabetes type 1. The investigation showed that he most likely experienced hypoglycaemia at the time the accident occurred and that this was the cause of the accident.
The Directorate of Health has prepared a proposal for new regulations, which include increased demands for health etc. for drivers with this medical condition.
AIBN has issued one Safety Recommendation to the health authorities to follow up and clarify these changes to ensure the safety effect.

The investigation of the accident that occurred on 12 June 2015 on the E18/Mosseveien road near Fiskevollbukta found that the driver most likely lost control of the vehicle due to hypoglycemia. The driver involved in this accident had been granted dispensation to drive a heavy goods vehicle. Although the driver is assumed to have received good follow-up of his condition by his regular GP, the AIBN is of the opinion that closer follow-up, in general, and increased follow-up by a specialist, in particular, will have a positive effect on road safety.
The Accident Investigation Board Norway recommends that, in order to improve road safety, the Directorate of Health clarify the health requirements, specify the requirements for follow-up and limit the possibility of granting drivers dispensation to drive a heavy goods vehicle.
