Report on a head-on collision between two heavy goods vehicles on the E6 road near Hamarøy in Nordland county

Both drivers were killed when two heavy goods vehicles collided head-on on the E6 road at Storslagmannsvika near Hamarøy in Nordland County on 8 January 2020. The northbound vehicle lost control in a curve and crossed over into the opposite lane where it hit the southbound vehicle in the front. There were demanding driving conditions on when the accident occurred. The investigation has shown that the extent of damage to the cab of southbound vehicle was exacerbated because of cargo that was not sufficiently secured.

The drivers transported goods that they had not loaded themselves and the investigation has shown that the personnel who loaded the southbound heavy goods vehicle had not documented competence in securing cargo.

The investigation has also shown that drivers often do not have the opportunity to check the securing of cargo themselves, either by receiving a load carrier that is sealed / locked or that post-inspection is difficult to carry out.

Securing cargo at terminals is a general challenge within the transport industry. NSIA believes that key players can make a positive contribution by establishing a professional collaboration forum that can raise competence and awareness.

The Norwegian Safety Investigation Authority submites one safety recommendation as a result of the investigation.

The investigation into the head-on collision on the E6 road in Hamarøy municipality on 8 January 2020 has found that both the heavy goods vehicles involved had inadequately secured cargo. Both transports had been loaded by people other than the drivers themselves, and the drivers had limited opportunity to check the securing of the cargo before driving. The investigation has also shown that, at the time of the accident, TINE SA did not have requirements for documented cargo securing qualifications in place for its personnel. In the NSIA's assessment, this is a general issue as regards loading of load carriers in terminals and loading plants.

The Norwegian Safety Investigation Authority recommends that the Norwegian Truck Owners Association (NLF) take the initiative to establish an industry forum for the transport industry for the purpose of raising the industry standard for securing cargo on load carriers in terminals and loading plants.
